If we have 50% more people, we're going to need 50% more jobs, so we need major economic growth. We already have one heck of a competitive job market; I shudder to think of what it will be like when my nephew (now an infant) enters the workforce.

Job development will come through strategic public policy that favors business and private investment.
So much of water that should be coming to San Diego currently irrigates Imperial Valley (a desert!!!) farms at subsidized rates. I'm not sure how they will do it, but San Diego's public officials need to lobby for our fair share of that water. We're watering the California desert because of a market distortion. When that gets corrected, we'll have enough water.
